Abstract

The Replacement of the Act No. 22 of 1999 by the Act No. 32 of 2004occurred because of the Act No. 22 of 1999 in running local governments donot have a relationship with the main government and with the other localgovernments, so as to avoid the administrative and territorial structure of therelationship between the structure governments. The Election and dismissal /discharge of the Head of Region in the Act No. 32 Year 2004 regardingRegional Government has created a check and balance mechanism between theRegional Representatives Council (DPRD) and the Regional Head.
