Abstract

Changes (amendment) Constitution of 1945 made by the MPR haveimplications towards the administrative structural changes of Indonesia, oneof them is the use of the sistem of elections for President and Vice Presidentdirectly, and the election of Regional Head democratically. Indonesian Stateembracing the principle of indirect democracy (representative) graduallyswitched to a direct democracy. General elections of 2004, the election ofmembers of the Legislative and was followed by the election of President andVice President directly by the people. The consequence of that is the electionof Regional Head and Deputy Head of Regional directly by the people withthe adoption of Act No. 32 of 2004 about Regional Government.
