Abstract


  The purpose of this study is to determine the performance of the Management of the rise
of the Regional Civil State Apparatus and to know what are the obstacles in the Management of
Raises of Apparatus of Civil State of Riau Province Region at the Regional Personnel Board of Riau
Province. The formulation of the problem in this research is how the Performance Management
Performance Promotion of Civil State Apparatus of Riau Province At Riau Province Personnel Board.
The type of descriptive qualitative research with the number of research informants amounted to 12
people. The result of the research shows that the performance of Civil State Apparatus Management
Upgrading of Riau Province At Riau Province Personnel Board has been through the guidance of the
implementation of position analysis in accordance with Government Regulation No. 12 of 2002 on the
promotion. In addition, in the implementation so far has been running as expected all parties it is
marked from the employees have been able to run the vision and mission of the organization well,
the
establishment of two-way communication between fellow employees, employees can work flexibly and
there is a positive competition between employees to be the best employees so that the emergence of
employee motivation to perform the best performance, especially in managing the promotion of
civil servants Riau Province. As for that become obstacles in the Management of Increase of the
Official of Civil State Apparatus of Riau Province At Riau Province Personnel Board consists of 3
namely employee placement, personnel administration and criminal case problem.
