Abstract

This study aims todetermine the shape and the factors that influence the relationship Kampar District Government andthe Parliament in a discussion Kampar Regulation Plan On Budget Kampar Regency in 2010. Theresearchers use this type of qualitative research in which the research problem is flexible and subjectto change according to the tasks that occur in the field. The results show the relationship betweenlocal government and the local parliament heavily influenced by existing regulatory mechanisms.Changes to the law on local government and the transitional regime also changed the relationshipbetween local government and the local parliament. Harmonization of the relationship between localgovernment and the local parliament in the local budget and other policy areas is largely determinedby the communication patterns that have developed between Parliament and the Regional Head andRegional Head support base when running for the Regional Head Regional Head General Election.
