KEBIJAKAN PENGANGKATAN SEKRETARIS DESA MENJADI PNS

Abstract

This study aimsto determine the state secretary of the village before and after the PNS as well as the impact ofgovernment policy in the administration of the village of Tanjung Village in Kampar Kiri HuluDistrict Kampar Regency. The method used is descriptive qualitative approach made to theindependent variable, that is, without making comparisons or connect with other variables. Theresults showed the condition of village secretary after appointed as civil servants have a betterincome and status clearer. Village secretary appointed PNS do not necessarily loyal to the villagehead and the gap between the members of the villageas well as the absence of selection com-petencies as PNS in general admission to adversely impact the implementation of developmentand that is not a good image in the community.
