Abstract

This study aims to look at theimplementation and the factors inhibiting economic business programs in the village of BayVillage Latak Bengkalis Bengkalis District. This research is a form of research that uses qualitativeapproach. Selection of a qualitative design research procedures which produce descriptive datain the form of words written or spoken of the people and observed behavior. The results indicatethe implementation of rural development programs through policy programs in rural economicenterprises Latak Bay Village District Bengkalis Bengkalis going well. It can be seen from theplanning stage of a preparation of annual and medium-term plan, the completion of any activityup to the stage of preparation of accountability.
