Abstract

Settlement and construction concept of small merchant (PKL) consisted ofpublisher, construction and protection. Regulation of settlement and consructionfor PKL must accommodated the three principles mentioned as dimension ofsociological, juridical and philosophical to enact local ordinance. Neglectingthose third dimensions has bad implication to people, especially PKL. That meansis no relevance with protection of human rights spirit and good regulationprinciples.
