Efektivitas Implementasi Kebijakan Anggaran Responsif Gender

Abstract

This research underlines several issues concerning The effectiveness of gender respon-sive budgeting policy implementation. The research was intended to explore factors which influ-ence the effectiveness of gender responsive budgeting implementation. Data collection consistedof site observation, interview, focus group discussion, and document study. The techniques ofanalysis employed in this research was interactive analysis. The results of this research were: (1)The formulation of regulation on gender responsive budgeting is able to become a forcing mecha-nism for provincial government officials to make and implement gender responsive budgeting. (2)The formation of bureaucracy structure in the form of gender mainstreaming working group andgender responsive budgeting technical team to perform distinct and consistent communication aswell as to improve human resources capacity has encouraged the disposition of the provincialgovernment officials to undertake collective action in the form of the formulation of gender-respon-sive planning and budgetting. The structure has become a medium of knowledge transfer amongagents involved in the institutions to build a strong relationship. The strength of the relationshiphas injected energy to the bureaucrats to creatively develop inovations in selecting strategic pro-grams in order to be gender responsive. As a result, gender responsive budgetting can be wellimplemented and the selection of strategic programs can accelerate and braoden the program scopetowards gender equity and equality.
