PENERAPAN E-GOVERNMENT PADA BADAN KEPEGAWAIAN DAERAH

Abstract

  The purpose of this study is to know how e-government, through SIMPEG, is implemented
at Badan Kepegawaian Daerah (BKD) Kota Pekanbaru. This study focused on the effectiveness of
implementing SIMPEG and some obstacles appeared in implementing SIMPEG at BKD Pekanbaru.
This research was formulated as How was the implementation of e-government at BKD Kota
Pekanbaru. This research was a qualitative research which used observation and interview in order
to get the data. The results showed that the implementation of SIMPEG at BKD Kota Pekanbaru was
effective enough. The effectiveness was analyzed based on three criteria: production, efficiency
and sustainable. From the production criterion, SIMPEG needs more improvement to make it more
effective. From the efficiency criterion, it was found that BKD Pekanbaru needs to add the number
of staffs who operated SIMPEG. Then, from the sustainable criterion, the implementation was good
enough. However, further training and control are required to imrove the quality of SIMPEG. In
addition, this research also found that the obstacles occurred during the implementation were the
lack of internet connection, human resources, supporting tools, trainings. It was also found some
staff who were less aware about the importance of SIMPEG.
