PROGRAM PENGADAAN SAPI UNTUK MASYARAKAT

Abstract

  In the case of cattle procurement planning by opposition budget by striking Cows in
Kampar regency budget. This study aims to analyze the planning of cattle procurement programs
to get a picture of whether the procurement program is actually for the benefit of the community or
elite. In addition, this study also aims to find the cause of failure of cattle procurement program
2014-2016. The result of the research is known that in the procurement of cattle done by Kampar
regency government is aimed to realize Kampar Regency as the center of cow breeding, but in the
implementation of the program reap failure and tend to benefit certain elites, besides the
evaluation show that procurement program Cattle for the kampar district community have no clarity,
resulting
in rejection by the Kampar DPRD which considers the cattle procurement program not in accordance
with the priority program for the community. The cause of rejection in the procurement of cattle by
DPRD Kampar regency is cattle procurement program undertaken by the Government of the
Kampar district does not comply with the rule of law and the terms of irregularities.
