FORMULASI PERDA BEA PEROLEHAN HAK ATAS TANAH DAN BANGUNAN

Abstract

This study aimsto analyze the process of formulating Perda No. 6 Year 2011 in Bea Perolehan Hak Atas Tanah danBangunan (BPHTP) in Kampar Regency. Assessment is used to solve this problem is the modeltheory of groups according to Nugroho (2008) which presupposes the policy as a balance. In thismodel individuals and interest groups interact, both fomal and informal. The results showedformulation process No. 6 Year 2011 in Kampar Regency has involved a lot of actors who have aninterest in which they are organizing and coalition with resources who are competent in his fieldrespectively. It is still not maximal, the actors in the formulation of regulations BPHTB nomatif justfollow the rules without trying how regulations can be generated strong legal protection and mayincrease the revenue to the fullest.
