PROSES PEMBENTUKAN KEBIJAKAN PENATAAN ORGANISASI PERANGKAT DAERAH

Abstract

This study aims todetermine the process and the factors inhibiting the formation of regional organizations structuringpolicies in Kampar regency. This study is a qualitative research which produces descriptive dataresearch procedure. A qualitative approach is a deep description of the speech, writing, and orbehaviors that can be observed from an individual, group, community, or organization and in aparticular context setting by collecting data through interviews (interview), documentation, andreview of the literature. These results indicate that the process of policy formation structuringregional organizations in Kampar district can be seen from the two stages, the initial stage of thepolicy as an effort to respond to and implement the mandate of the PP. 41 of 2007 on the Organizationof the regional and policy evaluation phase and facilitation Organizational Structure and WorkMechanism Kampar regency is known that the formation of the entire OPD which seemed forcedand hasty soon. Factors that hinder the process of policy formation structuring regionalorganizations in Kampar regency consists of 3 (three) factors, among others, Finance or Budget,Human Resources or Local Government Reform, and the following legislation implementingregulations on regional institutions often change -dressing.
