POLITIK PEMBINAAN PEGAWAI PADA BAGIAN HUMAS

Abstract

This study aims to determinethe political development of the public relations staff at the Kampar District Secretariat. This typeof research is the descriptive qualitative. In this study, the instrument or tool of research is theresearchers themselves who will collect data. Researcher as human instrument function sets thefocus of research, selecting informants as a source of data, perform data collection, data analysis,and interpret data and make conclusions. Results of this study indicate that the politicaldevelopment of the public relations staff at the Regional Secretariat of the Kampar district has notseen some of the other side: a) Through a system that is used in recruitment, b) formal juridicalconsiderations; c) Enforcement of Civil discipline, and d) career system settings. But overall notwork effectively implemented, where many interests are a top priority, or are influenced by politicalconsiderations other than the provisions that have implications on the results of the poor or theappointment of officials in certain positions.
