IMPLEMENTASI STANDAR OPERASIONAL DAN PROSEDUR PELAYANAN PERIZINAN

Abstract

This study aims toanalyze the implementation of the SOP and the factors that affect implementation. This researchmethod is qualitative method using primary and secondary data sources through interviewingtechniques to the top management BPT of Pekanbaru and questionnaires distributed torespondents who applied for licenses in BPT of Pekanbaru. Data analysis was conducted withqualitative methods and inferred inductively. Results showed that overall implementation of theSOP licensing service at BPT of Pekanbaru is good, where the survey results showed 71,25% ofrespondents agreed with the application of SOP in the field by service personnel. Supportingfactors such as managerial factors (leadership), resources personnel, facilities / infrastructureservices, regulatory rules, SKPD intercoordination, and public awareness, including the applicationof Information Service System Investment Electronic Licensing. Another factor was the lack ofbarriers between coaching personnel, payment has not been implemented online banking system,including services that are less informative in BPT of Pekanbaru.
