MEKANISME PENGADAAN BARANG OPERASIONAL DENGAN METODE PENGADAAN LANGSUNG

Abstract

This research aims to find out how the process of procurement of goods / services in the Satker of the
Coordinating Ministry for Economic Affairs, particularly the mechanism for the procurement of operational
goods in the form of drugs and supplements for endurance using the direct procurement method; review
conformity between the implementation of procurement of operational goods in the form of drugs and
supplements for the body's resistance with the direct procurement method with regulations / standards,
namely Presidential Regulation No. 4 of 2015 concerning the Fourth Amendment to Presidential Regulation
Number 54 of 2010 concerning Procurement of Goods / Services Government. There are several research
methods that will be used by the author to obtain data that is relevant and related to the issues discussed,
namely: Library Research Method and Field Research Methods, namely through: Observation Methods
and Interview Method. The results of the study state that the procurement of operational goods in the
form of drugs and supplements for the body's endurance by direct procurement method in the General
Bureau of the Secretariat of the Coordinating Ministry for Economic Affairs is in accordance with applicable
regulations, namely Presidential Regulation No. 4 of 2015 concerning Fourth Amendment to Regulations
President Number 54 of 2010 concerning Procurement of Government Goods / Services. However,
there are a number of issues that are problematic because they are not in accordance with the applicable
regulations, namely: Article 18 Presidential Regulation No. 4 of 2015 has not been implemented optimally
because the Work Results Recipient Committee (PPHP) has not yet been established in the Coordinating
Ministry for Economic Affairs, but rather and the authority of the PPHP is carried out by the Commitment
Making Officer (PPK); and Article 11 paragraph 1 letter b of Presidential Regulation No. 4 of 2015 has
not been implemented because PPK has not yet made a Letter of Appointment for Goods / Services
Providers (SPPBJ).
