KINERJA BIROKRASI PEMERINTAH KOTA PEKANBARU (SUATU TINJAUAN DARI PERSPEKTIF "TEORI BUDAYA ORGANISASI")
Abstract
The success of a government organization to realize the achievement ofquality public services can not be separated from the employee's performancecontribution in implementing the government duty which still based on traditionalbureaucratic system which is "structural functional approach " which seems thatthe success of government bureaucracy determined by the ability to create kind ofrules and working procedures resolutely and clarity, so that even atmosphere andwell-regulated organization will be created. A phenomenon in PekanbaruGovernment still seems that local government bureaucracy is not effective enoughin order to improve the public services quality due to lack of organization culturevalue implementation level in carry out the functions and duties of government.This fact would cause the government bureaucracy still staunch to the bureaucracyauthority-oriented values, thus ignoring all of society needs and demands whichlead the organization to chaos condition. Achieving an effective Governmentbureaucracy can be done by strengthening the implementation of organizationalcultural values among local government employees in order to improve a highlevel of public services performance.
