However, Indonesia is not a country with an Islamic ideology, but is a country with an ideology of Pancasila which basically shows the characteristics of a secular country with a fully capitalist financial system. Therefore the establishment of a Sharia banking in this country requires a long fight and stand is quite late compared to countries with a majority Muslim population. What caused the delay in the establishment of Sharia banking in Indonesia? What are the issues and the problems behind the establishment of Sharia banking in Indonesia? This paper aims to identify issues and problems behind the establishment of Sharia banking and how the issue is resolved until finally Sharia banking established. The history of how the struggle of Sharia banking establishments do, who and which groups were involved in the establishment of sharia banking in Indonesia will also be presented. This paper is based on historical data and secondary data were analyzed using content analysis. Research results found a political issue, a lack of government support, legal issues, social problems, economic problems (lack of capital) and debate among legal scholars about halal-haram interest of conventional banks was partly responsible for the delay in the establishment of Sharia banking Indonesia.
